County Seeks Applications for Citizen Boards and Councils

Applications due December 28, 2017

Hillsborough County, Fla. (Dec. 4, 2017) - Hillsborough County is seeking residents to serve on several County citizen advisory boards and councils. Residents interested in seeking appointment must reside in and be registered voters in Hillsborough County. These are voluntary positions and members serve without compensation. Applicants may apply to more than one board but may only serve on one board at a time unless specifically approved by the BOCC. All applicants must submit a completed Questionnaire for County Appointments and a Standards of Conduct form.  Incomplete applications will not be considered.  Other requirements are in the information that follows.
 
The deadline to apply is December 28, 2017. Appointments will be scheduled for a meeting of the Board of County Commissioners in January 2018.
 
The forms are available in the Commissioners’ reception area on the second floor of County Center, 601 E. Kennedy Blvd. in downtown Tampa; by calling the Boards and Councils Coordinator at 813-272-5826; or on the County’s website at HCFLGov.net. The forms can be filled out and printed, then scanned and emailed, faxed, hand-delivered, or mailed. All forms must be signed and dated and all questions must be answered in entirety to be eligible.  Both forms must be submitted in order for the application package to be complete.  Additional directions for submission are listed on the questionnaire.

If you apply to a board that requires a background check, you must also submit a Background Investigation Disclosure and Authorization form, which is also on the webpage listed above. You will be contacted by our Human Resources Department with further instructions regarding the online portion of the background check. A response within 24 hours is required.

AFFORDABLE HOUSING ADVISORY BOARD
This Board advises and makes recommendations to the Board of County Commissioners and Affordable Housing Officer on issues affecting affordable housing development, and to assist the County in developing new programs and policies in order to foster the development and preservation of attainable housing for those County residents who desire to live in safe, decent, and affordable housing.
 
One term is expiring and one position is vacant. Terms are for three years.  Positions are specified as: 1) a citizen actively engaged in the residential home building industry in connection with Affordable Housing; and 2) an at-large resident of Hillsborough County.
 
Meeting schedule: Every other month, 1st Monday, 9:00 a.m.
 
ANTI-BULLYING ADVISORY COMMITTEE
This Committee was created to provide advice and recommendations to curb and eliminate all forms of bullying throughout Hillsborough County, Florida.
 
Two terms are expiring. Terms are for three years. Positions are specified as representatives from a child welfare advocacy organization such as Guardian Ad Litem, Parent Teacher Association, Parent Teacher Organization, Boys and Girls Club, Joshua House, YMCA, YWCA, or other such organizations. Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.
 
Meeting schedule: Every other month, 4th Thursday, 10:00 a.m.

BUILDING BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for building certification in the County, and takes disciplinary action against those contractors that fail to comply with the Building Code.
 
One term is expiring and one position is vacant. Member terms are for four years, alternate member terms are for two years. Positions are specified as: 1) a Florida registered architect, and 2) an alternate member that must be knowledgeable and experienced in the technical codes of this board. Citizens appointed to this board will be required to file an annual financial disclosure.
 
Meeting schedule: Monthly, 3rd Tuesday, 9:00 a.m.
 
CHILD CARE FACILITIES ADVISORY BOARD
This Board advises the Board of County Commissioners on recommended amendments to the Child Care Facilities Ordinance; proposes additional rules and regulations to the Board of County Commissioners which effectuate the intent and purpose of the Ordinance; recommends and assists the Hillsborough County Office of Child Care Licensing in the development and implementation of training materials for child care personnel.  It also advises the Hillsborough County Office of Child Care Licensing on all matters pertaining to child care facilities.
 
Five terms are expiring and four positions are vacant. Terms are for three years. Positions are specified as: 1) the president of an association whose purpose is to promote professionalism in early childhood programs; 2) an operator of a religiously exempt child care facility; 3) a member of an accrediting organization of a religiously exempt facility; 4) a local non-profit or governmental agency serving the needs of young children and their parents; 5 & 6) a licensed private for-profit child care facility operator; 7) a licensed private for-profit child care facility operator from the African American community; 8) a licensed religiously affiliated child care facility operator; and 9) a parent of a child in a child care facility in Hillsborough County.  Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application. 
 
Meeting schedule: Monthly, 1st Thursday, 1:30 p.m.
 
CHILDREN’S SERVICES ADVISORY BOARD
This Board examines and advises division management on the development and operation of programs that treat children with special needs. The Board also advises on training programs, homeless and runaway youth programs, domestic violence programs, child care licensing, clinical outreach, and residential treatment programs for children in Hillsborough County.
 
One position is vacant. Term is for four years. Nominees are to have a demonstrated interest in the welfare of children. Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application. 
 
Meeting schedule: At least 12 times annually.
 
CODE ENFORCEMENT BOARD
This Board has jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County’s housing, building, zoning and sign codes and ordinances to maintain minimum health and safety standards.
 
One term is expiring and one position is vacant.  Terms are for three years.  After two consecutive terms, a member shall not be eligible for reappointment until one calendar year has elapsed from date of termination of the second term.  Consideration for appointment shall be given to representatives from the following fields: architect; a businessperson; an engineer; a general contractor; a subcontractor; and a realtor.  Citizens appointed to this board will be required to file an annual financial disclosure.  Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

Meeting schedule: Monthly, generally 3rd or 4th Friday, 9:00 a.m.

CODE ENFORCEMENT SPECIAL MAGISTRATE
These Special Magistrates have jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County’s housing, building, zoning, and sign codes and ordinances to maintain minimum health and safety standards; burglar alarm ordinances and natural resources regulations; the water restriction ordinance, and red light camera appeals.
 
One term is expiring. Term is for three years. After two consecutive terms, a member shall not be eligible for reappointment until one calendar year has elapsed from date of termination of the second term. Nominees should have experience in one or more of the following: law, codes, enforcement, constructions, and land use; water resource ordinances; burglar false alarm ordinances and land development program; or zoning signs and minimum standards ordinances. Citizens appointed as a Special Magistrate will be required to file an annual financial disclosure. Citizens appointed as a Special Magistrate must reside in the unincorporated area of Hillsborough County. 
 
Meeting schedule: Monthly, 9:00 a.m.

Community Codes – generally 2nd Monday; Red Light Camera Appeals – generally 2nd Thursday; Burglar False Alarms, Water Resources, & Natural Resources Regulations – generally 1st Monday.
 
ELECTRICAL BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for electrical certification in the County, and takes disciplinary action against those contractors that fail to comply with the Electrical Code.
 
One position is vacant. Term is for four years. Position is specified as an electrical contractor.  Citizens appointed to this board will be required to file an annual financial disclosure.
 
Meeting schedule: Quarterly, 3rd Thursday, 9:00 a.m.
 
FAMILY CHILD CARE HOME ADVISORY BOARD
This Board annually reviews and advises the Board of County Commissioners on recommended amendments to the Family Child Care Home’s Licensing Ordinance or the Rules and Regulations Handbook including recommending and assisting the local licensing agency in the development and implementation of training materials for child care personnel; advising the local licensing agency on matters of licensing policy, procedures, and priorities; and proposes additional rules and regulations regarding the intent and purpose of the ordinance.
 
Two terms are expiring and three positions are vacant. Terms are for three years.  Positions are specified as: 1, 2, & 3) a licensed family child care home operator representing all segments of the community; and 4 & 5) a parent who has a child enrolled in a licensed family day care home. Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.  
 
Meeting schedule: Quarterly, 3rd Thursday, 7:00 p.m.
 
HEALTH CARE ADVISORY BOARD
This Board improves accessibility and efficiency of care for medically poor residents of Hillsborough County through recommendations to the Board of County Commissioners for fund allocation, coordination, planning, and monitoring of health care delivery systems.
 
Three positions are vacant due to resignation. Terms vary, ending 6/30/19 and 6/30/21. Positions are specified as: 1) a consumer non-profit organization representative; 2) a community health care provider who is not a physician; and 3) a participant in the Hillsborough County Indigent Health Care Plan. 
 
Meeting schedule: Monthly, 3rd Thursday, 3:00 p.m.
 
HEALTH COUNCIL OF WEST CENTRAL FLORIDA, INC.
This Council works in collaboration with community-based organizations to identify, address, and resolve health care issues of local concern. The Council collects and analyzes health care data, prepares special reports and publications, and educates the community about special health issues.
 
One position is vacant. Term is for two years. Position is specified as a health care purchaser – an individual or an authorized member of an organization or agency who is responsible for the purchase of health services for a group of 25 or more individuals either directly or through acquisition of health insurance coverage. 
 
Meeting schedule: 2nd Thursday, every other month, 3:30 p.m. This council meets in rotating counties of the 5-county planning district.
 
HISTORIC RESOURCES REVIEW BOARD
This Board serves as an architectural review board for the protection of historic resources in unincorporated Hillsborough County.  It recommends archaeological and historical sites to the Board of County Commissioners for landmark designation and reviews alterations and new construction on landmark sites or districts.
 
Five positions are vacant. Four terms are for three years and one position is for the remainder of term which expires 6/30/19.  Positions are specified as: 1) an Historian; 2) one architect licensed to practice in the state of Florida; 3) one architect, licensed to practice in the state of Florida or one architectural historian; 4) a planner or landscape architect or real estate developer or broker, licensed to practice in the state of Florida; and 5) an anthropologist or archaeologist. All members shall have a demonstrated interest, competence, or knowledge in historic preservation. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.
 
Meeting schedule:  Monthly, 3rd Tuesday, 3:00 p.m.
 
HISTORICAL ADVISORY COUNCIL
This Council’s mission is to support and facilitate a uniform historical marker program throughout the County, including the cities of Tampa, Plant City, and Temple Terrace as well as organizations and other agencies who request assistance.  It also provides the Board of County Commissioners with support that complements the goals of historical preservation and education in Hillsborough County.
 
Three positions are vacant. Terms are for three years. No member shall serve for more than two full consecutive terms. More than one half of a term is deemed to be service for a full term. A member who has served two full consecutive terms shall be eligible for reappointment after at least three years of non-membership. Nominees are to provide proof of expertise in significant and relevant historical matters. In making appointments, due consideration shall be given to achieving a demographic balance among the appointed.

HUMAN RELATIONS BOARD
This Board encourages equality among all people by reviewing complaints filed under Hillsborough County’s Human Rights Ordinance which promotes fair treatment and equal opportunity for people regardless of race, religion, color, sex, national origin, age, disability, marital status, sexual orientation, and gender identification or expression.
 
Five terms are expiring. Terms are for three years. Members may not be appointed to serve more than two full consecutive terms. Consideration of membership shall be given to representatives from the following fields:  retail merchandising management; industrial management; real estate sales; property leasing; mortgage financing; law enforcement; labor council; and a person with a disability or a person representing persons with disabilities. Citizens appointed to this board will be required to file an annual financial disclosure.
 
Meeting schedule: Monthly, 2nd Tuesday, Noon

INDUSTRIAL DEVELOPMENT AUTHORITY
This Authority, with the consent of the Board of County Commissioners, provides financing of industrial projects that are beneficial to the community, including manufacturing plants and pollution and waste control facilities.
 
One term is expiring. Term is for four years. Members should be knowledgeable in finance, economic development, or the planning and financing of large capital improvements.
 
Meeting schedule: Monthly, 1st Thursday, 8:30 a.m.
 
LAND USE APPEALS BOARD
This Board hears appeals of decisions of the Land Use Hearing Officer on special use permits and variances from zoning regulations.
 
Two positions are vacant. One term is for three years, one position is for the remainder of term which expires 7/31/20.  One position is specified as an alternate. Consideration for membership shall be given to representatives from the following fields: an attorney with at least five years of experience practicing in Hillsborough County who shall have been admitted to the Florida Bar for not less than five years; a landscape architect or architect, registered to practice in the state of Florida; a business owner or operator in unincorporated Hillsborough County; a professional planner with not less than three years of experience in land use planning or zoning in Hillsborough County; a civil or environmental engineer registered to practice in the state of Florida; a member of a civic or neighborhood organization in unincorporated Hillsborough County; a developer active in development in Hillsborough County or a duly licensed general contractor (Class A) active in business in Hillsborough County. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.  Citizens appointed to this board will be required to file an annual financial disclosure. 
 
Meeting schedule: Monthly, 1st Friday, 1:00 p.m., as needed.
 
MECHANICAL BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for mechanical certification in the County, and takes disciplinary action against those contractors that fail to comply with the Mechanical Code.
 
One term is expiring and three positions are vacant. Member positions are for four years. Alternate positions are for two years.  Positions are specified as: 1) a Class “A” HVAC contractor; 2) a mechanical contractor or Class “A” HVAC contractor; and 3 & 4) alternates, with knowledge and experience in the technical codes of this board. Citizens appointed to this board will be required to file an annual financial disclosure.
 
Meeting schedule: Quarterly, 3rd Thursday, 10:00 a.m.
 
PLUMBING AND GAS BOARD OF ADJUSMENT, APPEALS AND EXAMINERS
This Board governs the certification and/or compliance standards for plumbing and gas contractors doing work in Hillsborough County and enforces adherence to the standards set by the Plumbing and Gas Code.  The board members shall be appointed by the governing bodies of the jurisdictions that choose to use the County’s boards and enter into an interlocal agreement with Hillsborough County. 
 
One term is expiring and two positions are vacant. Member position is for four years. Alternate positions are for two years. Positions are specified as: 1) a master plumber; and 2 & 3) alternates, with knowledge and experience in the technical codes of this board. Citizens appointed to this board will be required to file an annual financial disclosure.
 
Meeting schedule: Quarterly, 3rd Tuesday, 1:00 p.m.
 
PUBLIC ART COMMITTEE
This Committee acts in the public interest on all matters relating to the Public Art Ordinance including the selection, placement, and maintenance of works of public art throughout the County. The Committee provides public input in the administration and planning of the Public Art Program, and serves as a liaison to the Hillsborough County visual arts community.
 
One term is expiring and one position is vacant. Terms are for three years. No member shall serve for more than two full three year terms. Positions are specified as private citizens of Hillsborough County with demonstrated knowledge and appreciation for visual art with at least one member residing in unincorporated Hillsborough County.
 
Meeting schedule: Quarterly.
 
TAMPA BAY AREA REGIONAL TRANSIT AUTHORITY CITIZEN’S ADVISORY COMMITTEE (TBARTA)
This Committee provides region-oriented advice to TBARTA regarding the development and implementation of a multi modal transportation master plan; to promote public awareness and participation in the master planning process; and to help disseminate information to local citizens groups.
 
One term is expiring. Term is for two years. Members should be leaders of a recognized group or organization, but may not be a transportation agency staff member. Consideration for membership shall be given to the following criteria: membership in business, civic, and environmental organizations; member of senior, low-income, minority and/or disabled populations; demonstrated interest in transportation or other public policy advocacy; experience in working with local jurisdictions on regional issues; and previous community service.
 
Meeting schedule: Monthly, 3rd Wednesday, 1:30 p.m.
 
TOURIST DEVELOPMENT COUNCIL
This Council prepares a tourist development plan for the Board of County Commissioners, recommends uses for the tourist development tax revenue, and monitors trust fund spending.  It also makes recommendations to the Commissioners for developing tourism in the area.
 
Three terms are expiring. Terms are for four years. Positions are specified as: 1 & 2) owners or operators of motels, hotels, recreational vehicle parks, or other tourist accommodations in the County and subject to a tourist development tax; and 3) tourist related industry members who must be actively involved in tourism related businesses or venues who demonstrate an interest in tourist development. 
 
Meeting schedule: Quarterly, 2:30 p.m., and as called by Chairman.
