Apply for New Small Business Enterprise Registration

This includes construction, contractual services, professional consulting services, and commodities.

Fees

There are no fees associated with applying for SBE Registration.

Eligibility

Firms must meet the following qualification to be eligible for the program:

• Principally domiciled in Hillsborough County, Pasco County, Pinellas County, or Hernando County, Florida
• Independently owned and operated
• Employs fifty (50) or fewer permanent full-time employees
• Annual gross sales averaged over a three year period doesn't exceed $5 million for professional consultant services, contractual services, or commodities; and $8 million for construction
• Must have been established for a period of one year
• Serves a commercially useful function
• Franchises, subsidiaries and affiliates are not eligible for this program
• Service-Disabled Veterans are eligible for registration under this program as long as they meet the requirements listed above 

Benefits

• Capital Construction projects less than $750,000 may be set aside for bidding by registered SBEs only
• Purchases of contractual services, commodities and professional consulting services may be set aside for competition among registered SBE firms only
• Periodic seminars and workshops are conducted for the firms benefit (such as the Small Contractor Development Program)
• We may allow the issuance of joint checks for the SBE and their material supplier

Things to consider

• We require certified SBEs to complete and submit the Recertification/Reregistration Update Affidavit every 2 years for a review of their program eligibility status
• If you submit a timely affidavit for recertification, you will remain certified until the MBE/SBE Division has made a new determination of eligibility

1. Go to our online vendor compliance system at HCFL.gov/MWSBE 
2. Click the Apply for SBE Registration link
3. Click create account
4. Fill out and submit the application
